A World of Hope's Cambodia
Program:
Adoptions from Cambodia are temporarily suspended.
A World of Hope is
very excited to offer an adoption program in the Kingdom of Cambodia. Adopting from Cambodia can be a wonderful
choice for families that are interested in adding an infant to school-aged
child to their family and who prefer a short in-country stay and relatively
quick adoption process. Children in Cambodian receive wonderful care in
the orphanages. The nanny to child
ratio is usually 1:2 or 1:3. It is very rare
to see signs of institutionalization or attachment disorders in Cambodian
children because of the 24-hour a day care they receive from their
nannies.
A
World of Hope works in partnership with a Cambodian Facilitator, who will be
representing you in Cambodia. Our
facilitator, Ms. Dara Rin Sophea, is a full-time resident of Cambodia. As such, she is available to work for our
families and our children at all times.
Ms. Sophea is well respected in the adoption community and
comes to us with high recommendations. Having more than four years experience in
assisting American and French families with their adoptions, she knows the
system well and sees that our families' dossiers move through the process as
quickly as possible. We feel that the families who choose to adopt through our
Cambodia program are in exceptional hands.
The Children:
v Children
between the ages of 3 months (at time of referral) and 8 years wait for loving
families.
v Boys,
girls, sibling groups, and twins are usually available.
v
Children must reside in government care for 3 months in order to become
eligible for international adoption.
v Children 8 years of age and older may not be adopted from Cambodia.
v Parents
may specify age range and gender of the child they wish to adopt.
v Most
children are ethnic Cambodian (Khmer) or a combination of Khmer and Chinese or
Vietnamese decent.
v Children
become available for adoption for the following reasons: poverty; death of one or both parents; unwed
birthmother, or sickness of child.
Family Eligibility:
v Married
couples between the ages of 25 and 55 may adopt.
v Single men
and women between the ages of 40 and 50 may adopt.
v Families
may have up to two children residing in their home and be eligible to adopt up
to two more Cambodian children.
Time Frame:
Generally, the adoption process takes from 1 to 3 months to
complete once a full set of documents has been received by the Kingdom of
Cambodia. Currently, it is written into Cambodia's adoption laws that a dossier
should take no more than 12 weeks to travel through the ministries. In practice, it usually takes considerably
less time. As
with any international adoption, times are only approximate and can vary. We will keep you informed during your adoption process.
Travel:
Adopting from Cambodia requires only one trip of the
adoptive parents. The trip to Phnom
Penh, Cambodia is mandatory and takes approximately 3-5 working days. However, A World of Hope suggests that all
families try to spend at least one week in Cambodia in order to have a better
understanding of your child's heritage.
Your child's passport and medical report needed to obtain his/her US
visa will be completed prior to your arrival in Cambodia. During your time in Cambodia you will
receive your child, attend a Giving and Receiving Ceremony and go to the US
Embassy in Phnom Penh for your child's US Visa interview. Only one parent is required to travel,
although we recommend that two people travel if at all possible.
Order of Events: (This could change slightly when adoptions commence in Cambodia.)
A World of Hope will help you
through every step of the international adoption process for Cambodia, which
includes the following steps:
v Apply to
INS for advanced approval to adopt internationally.
v Satisfy
the laws in your state by working with a local homestudy agency or independent
social worker in order to complete an international homestudy.
v Collect
the documents needed for the adoption of a Cambodian child.
v Obtain all notarizations required by Cambodia and include them in your dossier.

v Receive
your referral!
v Send your
completed dossier to HOPE Adoption Specialists for review.
v
HOPE will send your dossier to Cambodia for
processing.
v Wait! Wait!
Wait! We will keep you advised
on the status of your adoption as it travels through the ministries. Processing will take approximately 4-12
weeks.
v Travel to Phnom Penh Cambodia to be united with your child.
v Begin your
new life as an adoptive family!!!
